City Hall will be closed on the following holidays in 2023/2024:

What time does City Hall open/close?
HOURS OF OPERATION
City Hall is open for walk in business 8a.m. - 4:30 p.m., Monday-Friday, except on observed holidays.
- All visitors should access City Hall through the west and/or east side entrances of the building off Des Plaines St. and/or Joliet St. (mask or face covering based on personal preference or need). All other entrances will remain locked until further notice.

When and where are City Council Meetings held?
PRE-CITY COUNCIL & COUNCIL MEETING INFORMATION
- Pre-City Council meetings are held the Monday preceding Council Meetings each month starting at 5:30 p.m., in Council Chambers located at 150 W. Jefferson St., Joliet, IL 60432, on the 2nd floor of City Hall, unless otherwise noted.
- City Council meetings are held the first and third Tuesday of each month starting at 6:30 p.m. at the above location, unless otherwise noted.

SENIOR WATER BILL DISCOUNT
- The city offers a discount to residents living inside city limits once they have reached 65 years of age.
- Seniors who wish to apply for the discount must provide documentation of their age to Customer Service (i.e., a valid driver’s license or ID).

When and where are Parking Ticket and Administrative Adjudication Hearings held?
ADMINISTRATIVE ADJUDICATION HEARINGS
Administrative Adjudication Hearings are held at City Hall located at 150 W. Jefferson St., in the second floor Council Chambers. Hearings are normally held on the fourth Tuesday of each month. All visitors (mask or face coverings are based on personal preference or need) should access City Hall through the west and/or east side entrances of the building off Des Plaines St and/or Joliet St. All other entrances will remain locked until further notice.

What are my options to put in a service request?

Submitters have the following options to submit a service request to the city:

What is a Service Request?
SERVICE REQUEST
A service request is used as a way to communicate, notify and submit a non-emergency neighborhood or community concern to the city that could be in violation to a city code and/or ordinance violation such as;
- Overgrown lots/lawns (8"+ or higher)
- Doing home improvement projects without a permit
- Trash and junk in parkway or alleyways, etc.
Service requests can also be used to ask for general City Hall related questions or request a service that the city would handle such as;
- Parkway tree trimming
- Fill a pothole
- Report street light outages, etc.
SUBMISSION GUIDELINES
Once a service request is submitted to the city;
- It cannot be deleted and is considered a public record which is subject to Freedom of Information laws and regulations. Visit our FOIA Request Portal page for more information.
- It is auto assigned to the department that would handle your concern or issue.
- All staff have 15 business days to do an initial investigation, some requests may take longer due to the nature of the request or multi-departmental involvement.

Do I have to give my name when I call City Hall to lodge a neighborhood complaint?
CONTACT INFORMATION GUIDELINES
Most callers have the option to remain anonymous when calling.
- However, If you choose not to provide your contact information, we may not be able to complete the service request if not enough information is given.
REQUESTING A CITY SERVICE
When should I or am I required to provide my contact information to the city?
- When requesting a service from the city such as parkway tree trimming, to fill a street pothole, sidewalk repair, street light outage, etc.
LANDLORD / TENANT CONTACT REQUIREMENTS
Tenant contact information is required when reporting an interior rental code property issue to the city.
- Please be advised the city does not get involved in civil landlord/tenant disputes, nor does the city test for mold.
PUBLIC RECORD & FREEDOM OF INFORMATION (FOIA) REQUESTS
Once a service request has been submitted to the city via app or through our web-based portal it becomes a public record and cannot be deleted.
- All Service requests are considered public documents and can be accessed and requested by the public by submitting a Freedom of Information Act (FOIA) form through the City’s FOIA request portal system. Our City Hall self-serve FOIA request portal computer center is available to the public during business hours, M-F from 8 a.m. - 4:30 p.m., except on observed holidays.

Does every service request have a tracking number?
SERVICE REQUEST NUMBER
Yes, when you call in to the city to request a service or submit a neighborhood complaint, simply ask the operator to give you the service request number so you can track the progress of your request.
- This number will also be generated when you submit a service request through our CitizenVUE app or online portal.

What is the time line that City Departments/Inspectors have to review my Service Request?
UPON SUBMISSION;
- City Departments/Inspectors have up to 15 business days from the initial submission date of the request to the city to do an initial investigation of the request.
- All staff try to deliver services in a reasonable length of time. Some service requests may take a longer to investigate depending on the season, weather, multi-departmental involvement, or nature of the concern.
- To follow up on a service request contact the City Hall - Information Desk at 815-724-4000. Be prepared to provide the service request number and/or address location when following up on the status of your request.

Residents can now easily determine who their Council person is along with districting information by inputting their address into the City's Resource LookUp feature located on the City's homepage. How can I pay for my City of Joliet Parking ticket?
PAYMENT OPTIONS
- Online at joliet.gov/i-want-to/pay.
- By phone contacting Customer Service at 815-724-3820.
- By mailing both your ticket and payment to City of Joliet, Attn: City Collector, 150 W. Jefferson St., Joliet, IL 60432.
- In person at City Hall.
- Acceptable forms of payment: Cash, Visa, MC, Discover, Check, or Money Order.
- For further City of Joliet parking ticket questions contact Customer Service at 815-724-3820.
The City of Joliet does not accept payment for any type of moving violation ticket issued in any county. Check the issued ticket for method of acceptable payment and address location to pay by mail or in person for this type of ticket.
LOST PARKING TICKET
- If you have lost your parking ticket, contact Customer Service at 815-724-3820, during business hours.
- Callers should be ready to provide the license plate number to the vehicle that was ticketed in order for them to look it up.

A plat of survey is required for all permits for installation of, replacement of, and additions to fences, decks, pools, patios (with or without a roof), driveways, driveway aprons, sidewalks, garages, pergolas and similar structures, and additions. This includes the replacement of flatwork (driveways, aprons, sidewalks) with the same dimensions and location. Can I have a fire pit?

Fire pits are allowed, however;
- They must be a commercial built pit with steel legs with wire mesh sides and a top.
- Fire pits must be 15ft. from any combustible building/fence and a garden hose nearby is recommended.
- ONLY hardwood logs or commercially made logs (Dura-Logs) are to be burned.
- If your fire pit is emitting smoke that is found to be offensive, or if the smoke bothers a neighbor with a medical condition, the fire may be ordered to be extinguished.

On-street parking is prohibited for any snowfall accumulation within a 24-hour period of (2") two inches or more.

YARD WASTE GUIDELINES
The City of Joliet prohibits placing leaves, branches or any yard waste debris on our city curbs, sidewalks, and parkways or in our city streets per City ordinance.
- When leaves have been raked into the street, our city street sweepers are unable to pick up those leaves as they may be hiding debris (branches, bottles, metal, etc.) that could cause damage to the mechanical equipment.
- Any continuing violation of this prohibition could subject the homeowner to a fine of $150 or more.
- All yard waste debris needs to be disposed of by following Waste Management’s yard waste guidelines.

SHOVELING SIDEWALKS
Although it is not required for residents to shovel their sidewalks, we applaud citizens and proprietors for clearing sidewalks to help those who use the sidewalks weather the storm.
- If you do shovel your sidewalk, it should be cleared to the pavement at least one shovel’s width within 24 hours after a snowfall event.
- This makes it easier for children to walk to school or the bus stop.

How do I report a water main break?

A precautionary water boil order has been issued for my area what does this mean?
BOIL ORDER ISSUED
It means that there has been an incident that has caused the water system to become acceptable to outside contaminates. As a precaution, the city is notifying the affected area to take precautions and if possible, not use the water that comes out of the tap for drinking, brushing your teeth, cooking or washing fruits and vegetables. You should use bottled water for these activities.
How long should I boil my water for?
- The affected tap water should be brought to a rolling boil for at least 5 minutes before being used.
Why has this precautionary boil order been issued?
- A precautionary boil order has been issued by your water system because of water system maintenance needs to be completed.
- When the water system pressure drops below 20 psi there is a possibility that organisms outside the pipe my infiltrate the water system and could cause illness (e.g., fecal or E. coli bacteria), or technical/physical problems in the water system have significantly increased the possibility of bacterial contamination.
Can I drink the water?
- During a precautionary boil order, only bottled water or water that has been boiled for at least 5 minutes should be consumed or used to wash dishes, wash fruits/vegetables, make ice cubes, or brush teeth.
Can I wash my hands with this water?
- The City of Joliet Public Utilities Department recommends that bottled water or water boiled for at least 5 minutes should be used for hand washing.
- When this is not practical, it is recommended that if tap water must be used to wash and rinse, it should be followed up with the use of a hand sanitizer.
- Consuming unsafe water is the most likely way to become ill.
- Using extra precautions with hand washing ensures that hands are clean for eating.
Can I shower or take a bath in this water?
- Yes, it is safe to shower or bathe in the water.
- The primary concern is that the water not be consumed. Instruct children not to put the water in their mouth when they are bathing.
- When bathing infants, extra precaution should be taken, and the City of Joliet Public Utilities Department recommends the use of bottled water or water that has been boiled for at least 5 minutes and cooled for use.
How do I wash my dishes?
- Use bottled water or water that has been boiled for at least 5 minutes to wash and rinse dishes.
- Home dishwashers cannot be assured to completely kill organisms that may be in the water.
Can I wash my clothes in the water?
- Yes, you may continue to use the water to wash clothes.
- The major concern is consuming the water.
Is it safe to eat in restaurants under a boil order?
- The Will County Health Department is responsible for checking area restaurants to confirm that safe practices are being followed.
- Special procedures are required for them to ensure that food preparation and handling is done in a safe manner.
- Additional procedures are also required to provide safe dish washing.
Are vending machines that mix drinks safe? (Coffee, Tea & Hot Chocolate machines)
- These machines that use tap water should not be used until the precautionary boil order has been lifted.
What do we need to do when the precautionary boil order is lifted?
- When the precautionary boil order is lifted you should flush the buildings water lines and clean the faucet screens.
- Also, purge water-using fixtures and appliances of standing water and/or ice.
- This includes changing the water filter on refrigerators.
Are swimming pools safe?
- They are safe as long as proper levels of treatment are maintained.
- Water from swimming pools should never be consumed.
Can my pets drink the water?
- Animals generally are not affected in the same way as people by contaminants in the water.
- An individual may give their pet bottled water or water that has been boiled for at least 5 minutes and cooled if they choose.
- Fish tanks should not be affected.
Is it safe to breast feed during the precautionary boil order after bathing in the water?
- Cleaning the breast area with soap and bottled water or water boiled for at least 5 minutes and cooled prior to feeding will provide assurance that the child not ingest contaminants that may be on the skin.
I am on a well, am I affected?
- No. Only the addresses that have received a notice are affected.
Who can be affected?
- Anyone who ingests contaminated water may become ill.
- Infants, young children, the elderly, and people with severely compromised immune systems are more at risk of illness.
What are the symptoms of water-borne illness?
- Disease symptoms may include diarrhea, cramps, nausea and possible jaundice, and associated headaches and fatigue.
- Symptoms may appear as early as a few hours to several days after infection and may last more than two weeks.
- These symptoms, however, are not just associated with disease-causing organisms in drinking water; they may also be caused by a number of other factors.
- If you are ill with these symptoms, contact your health care provider.
What if I drank water already?
- There is nothing you can do about the exposure you have already received. If you become ill, contact your health care provider.
- Follow the above recommendations about using your water until you are told the told the boil order is lifted.
How long will the precautionary boil order remain in effect?
- Each boil order situation is different, making it impossible to predict how long the boil order will remain in effect.
- The boil order will not be lifted until testing shows that the water meets public health standards.

Does the City offer any assistant programs to help residents remove dead trees that are located on their own private property?
PRIVATE PROPERTY YARD WASTE DISPOSAL
The City does not remove any tree(s) that fall within residential private property lines and is not aware of any programs offering assistance.
- Residents should either cut up the private tree debris to Waste Management's Guidelines for proper tree disposal (see below) or contact a licensed and bonded arborist and or tree removal company for removal.

YARD WASTE GUIDELINES:
Yard waste shall be collected weekly from mid-March, through the first week of December, on your regularly scheduled pick-up day.

- Yard waste materials consist of grass and shrubbery cuttings, leaves, tree limbs, and other materials accumulated as the result of care of lawns, shrubbery, vines, and trees.
- Yard waste should be placed at the curb or alley at the same time as garbage and recycling prior to 7:00 a.m. on your weekly scheduled collection day.
- Yard waste must be placed in either 30-gallon kraft paper bags or a rigid container no greater than 32-gallons.
- Non-standard containers such as drums, baskets, etc. will not be collected.
- Your designated yard waste container(s) must be clearly marked with a Waste Management "Yard Waste Only" sticker so that it is visible from the street.
- Only yard waste may be placed in a cart or container that has been designated for yard waste.
- Free "Yard Waste Only" labels are available at the following locations:

PARKWAY TREE REPLACEMENT GUIDELINES
Not all residents will receive a city parkway tree replacement due to parkway space restrictions and/or if the new tree could cause a future visibility obstruction to adjacent;
- Intersections, street signs, utility lines/poles, mailboxes, fire hydrants, or will interfere with other plant material, or corner lots, etc.
- Additionally, city parkway tree replants cannot be planted in the same location of the removed tree, due to the root system of the old tree.
- Adequate space is needed within the parkway to support the new replant.
- This decision is determined by the City Arborist.

How do I know if a city parkway tree has been marked for removal?
PAINT MARKINGS
City crews will mark infected or dead parkway tree(s) by painting a number on the tree; this indicates to residents the tree has been placed on the City Forestry Department’s list for removal.
- The number indicates the circumference of the tree; the color of paint used for the numbering is insignificant.
- Once marked, even if the paint has worn off over time, the city parkway tree has been placed on the list for removal.

A City parkway is typically defined as the grassy easement area found between the sidewalk and the curb line of the street.
- In some instances, streets may not have sidewalks.

- The City of Joliet does not remove trees on private property or trees located within alleyways.

My yard /mailbox was damaged by city snowplows. Who will repair it?

Sod damage is repaired by the city. Mailboxes are to be repaired by the homeowner.
- The City may reimburse homeowner for mailbox damage, however; if the mailbox was not installed per the Postal Department regulations, there will be no reimbursement.

Will the city pick up my leaves in the fall if I blow/rake them into the street?
YARD WASTE GUIDELINES
The City of Joliet prohibits placing leaves, branches or any yard waste debris on our city curbs, sidewalks, and parkways or in our city streets per City ordinance.
- When leaves have been raked into the street, our city street sweepers are unable to pick up those leaves as they may be hiding debris (branches, bottles, metal, etc.) that could cause damage to the mechanical equipment.
- Any continuing violation of this prohibition could subject the homeowner to a fine of $150 or more.
- All yard waste debris needs to be disposed of by following Waste Management’s yard waste guidelines.

If you feel your carts were missed on your regularly scheduled Waste Management collection day, please notify Waste Management at 815-280-7854, (M-F, 8 a.m.-6 p.m., Sat. 8am-noon). If Waste Management tells you they will come back to claim the missed item, make sure they give you a ticket number for follow up reference if needed.
The following are common examples of why your municipal waste may not have been picked up:
- Carts and properly contained items/cans were not at the curb prior to 7:00 a.m. deadline for collection on the scheduled day of collection.
- Items were not properly contained per Waste Management guidelines.
- If your collection day falls on or after the following holidays during the normal collection week cycle, your collection will be delayed by one day that week (New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day).
- Parked vehicles in the street or other obstacles blocking drivers from safely retrieving the carts from the curb, cul-de-sac and/or alley pickup areas. Please notify Joliet's Non-Emergency Police line at 815-726-2491 for any vehicles/obstacles in the street, cul-de-sac and/or alley areas that would hinder Waste Management pickup, City Snow Plowing, and/or USPS mail delivery.

Yes - Each home is provided with either one 64 or 96-gallon cart for solid waste and one recycling (yellow lid) cart free of charge.
- New construction homeowners should call Waste Management at 815-280-7854 to order solid waste and recycling carts for their new home.
- Resident moving out of their home should leave both the solid waste and recycling carts behind for next resident moving in.
- Additional carts (solid waste, recycling & yard waste) can be purchased or rented monthly through Waste Management, call Waste Management for details at 815-280-7854.
- Residents also have the option of purchasing their own solid waste cans not to exceed 45-gallons in size or 50 lbs in weight when full. Residents can also use plastic garbage bags as an alternative as well.
- All waste should be properly contained to prevent littering. Report uncontained residential trash, move out or eviction pile issues to the City Hall - Information Desk at 815-724-4005.

When does weekly yard waste collection begin and end?
SEASONAL YARD WASTE COLLECTION
The weekly yard program collecting grass clippings, leaves, tree branches and brush runs from mid-March through the first week in December on your regularly scheduled Waste Management municipal waste collection day. Use the following guidelines when placing your yard waste carts, 32-gallon containers and brown paper lawn bags curbside for weekly collection:
- Yard waste must be placed in either a brown paper yard waste bag OR in clearly labeled 32-gallon containers. YARD WASTE ONLY labels are available at the City Hall - Information Desk and at the local Joliet Jewel-Osco stores. YARD WASTE ONLY labels are for store bought 32-gallon sized hard sturdy plastic or metal containers with tight fitting lids. Only one (1) YARD WASTE ONLY label is needed, and all yard waste 32-gallon containers must be properly labeled if used for yard waste collection. Residents also have the option of buying or renting a 96-gallon yard waste only cart from Waste Management by calling 815-280-7854. Yard waste placed in any type of plastic bag will not be collected.
- All Waste Management garbage, recycling, yard waste containers/carts and brown paper yard waste bags need to be placed curbside either after 6:30 p.m. on the day before your scheduled collection day or no later than 7 a.m. on your scheduled collection day. If you believe your house was missed for collection, please contact Waste Management at 815-280-7854 to report, ask for a ticket number to reference the call. If you are not satisfied with the response and result from Waste Management due to the missed pickup, contact the City Hall Information Desk at 815-724-4000.
- After all your items have been collected by Waste Management on your collection day, all empty garbage, recycling, yard waste containers/carts and any items not picked up need to be removed from the collection point within ten (10) hours of collection. Please report any type of Waste Management carts or yard waste containers left curbside after this timeline to the City Hall - Information Desk at 815-724-4005.
- Brush and branches must be cut into 4-foot lengths, no more than 3 inches in diameter, and bundled with twine or string, bundles not to exceed 50 lbs. in weight. UNBUNDLED brush and branches will not be collected.
- Please note that dirt, sod, whole trees, stumps, limbs and brush greater than 4 foot in length and 3 inches in diameter are not part of the weekly yard waste program. Residents can call the Will County Land Use Division 815-727-8834 for suggestions on where to dispose of these types of items or use a landscaping firm to properly remove and dispose of these types of items from property.

Yes. Waste Management offers a convenient service in our community for residents to properly dispose and recycle home - generated special materials - safely, easily, and responsibly.
- Items to be included are paints, household cleaners, compact fluorescent lamps (CFL), automotive products, garden chemicals, batteries, electronics and more.
- Do not place these items at the curb with regular garbage - they will not be collected.
- To dispose properly residents can call Waste Management AT Your Door 800-449-7587, 7 am - 7 pm Central Standard Time, Monday through Friday. (Se habla español).

- We suggest calling 800-449-7587 the first time you are using this service.
- Once you call a packet will be mailed to you with specific instructions and your pickup date.
There is no extra charge for this service and no limit to the number of times a resident can call and schedule a pickup. This service is only available to residents that pay for Municipal Waste on their monthly City of Joliet Municipal Water and Sewer bill.
Materials accepted through this program:
- Automotive Products: Antifreeze, batteries, brake fluid, motor oil & filters, and more.
- Electronics: Computers, monitors, keyboards, MP3 players, televisions (limit one per call), DVD/CD players, tape players, VCR, cell phones, desktop printers, fax machines, and microwaves.
- Garden Chemicals: Fertilizers, insect sprays, herbicides, pesticides, and weed killers.
