Legal Counsel

• Prepare ordinances, resolutions, contracts, deeds, and other documents
• Responsible for all special assessment proceedings
• Attend city council and committee meetings, giving legal advice as requested
• Prepare cases and represent the city in cases brought for court hearing or trial
• Represent the city before the Illinois Commerce Commission
• Confer with city officials on problems of a legal nature
• Perform legal work relating to bond issues and taxation
• Attend hearings of the planning commission, appeal boards, board of fire and police commissioners, and the liquor commission
• Prosecute all city warrants and appeals
• Perform research on legal issues

Administrative Adjudication

• Manage and coordinate activities of the City’s administrative adjudication process
• Maintain complete and accurate records of all ordinance violations and hearings, including audio recordings of the proceedings
• Ensure that proper notices are sent to respondents in a timely manner
• Evaluate administrative adjudication processes and implements new methods to improve operations
• Develop policies and standards relative to administrative adjudication proceedings
