Administrative adjudication is a process in which violations of local ordinances are adjudicated by a hearing officer rather than through the county judicial system.

Administrative hearings are held on the 4th Tuesday of each month at the City of Joliet Municipal Building (second floor Council Chambers) located at 150 W. Jefferson Street, Joliet, Illinois.  Please refer to times listed below:

  • 9:00 a.m. for ordinance violations issued by the Joliet Police Department  (parking & compliance tickets)
  • 1:00 p.m. for property & building code violations

Decisions of the hearing officer in administrative adjudication may be appealed pursuant to the Illinois Administrative Review Law, 735 ILCS 5/3-101 et seq.

PAYMENT OPTIONS

  • To pay in person, bring the notice of violation to the City of Joliet, Customer Service Department, located at 150 W. Jefferson Street, Joliet, Illinois, Monday through Friday, 8:00 a.m. to 4:30 p.m.
  • To pay by credit/debit card over the phone, please call (815) 724-3820. Payments will only be accepted during normal business hours as stated above.
  • To pay by mail, please send a check or money order payable to the "City of Joliet" c/o City Collector, 15O W. Jefferson Street, Joliet, Illinois, 60432. DO NOT SEND CASH. Be sure to include your ticket number on the check to ensure proper credit. PAYMENT MUST BE RECEIVED 5 DAYS PRIOR TO HEARING DATE.
  •  If your ticket has been referred to our collection agency, please contact the law firm of Linebarger Goggan Blair & Sampson, LLP @ (844) 566-6562 to make a payment or set up a payment plan. 

Payment of the fine constitutes an admission of liability. Therefore, once the fine is paid in full, the hearing date is cancelled and you do not need to appear. 

If you wish to contest the violation, you must either appear before the hearing officer on your scheduled hearing date or contest by mail. The written contest must contain a statement of facts specifying the grounds for challenging the violation. If you contest by mail, you are waiving your right to personally appear at the hearing. A hearing officer will decide your case based upon your written statements and any other relevant evidence submitted. You will be notified of the hearing officer's decision by mail. PLEASE NOTE THAT IF YOU ARE FOUND LIABLE, HEARING COSTS WILL BE ADDED TO THE FINE.

Hearing costs are currently $25.00 for parking violations and $50.00 for all other violations.

 LATE PAYMENT PENALTIES

Failing to pay the indicated fine after the determination of liability shall result in the imposition of late payment penalties as follows:

A late payment penalty of $25.00 will be imposed if the fine remains unpaid 25 days following the determination of liability.  An additional late payment penalty of $75.00 will be imposed if the fine remains unpaid 50 days following the determination of liability.
