William Evans, Chief of Police
Chief William Evans started with the Joliet Police Department in 2022, having previously served with the Cook County Sheriff's Police for 24 years.
Robert Brown, Deputy Chief of Police - Operations
Deputy Chief Robert Brown started with the Joliet Police Department in 2000, previously serving in Patrol, Internal Affairs, and Investigations. DC Brown earned a master’s degree in Public Safety Administration from Lewis University in 2019, and a bachelor’s degree in Criminal Justice from Governors State University in 1998. He is a graduate of the Northwestern University School of Police Staff and Command, as well as the Senior Management Institute for Police at Boston University.
Sherrie Blackburn, Deputy Chief of Police - Administration
Deputy Chief Sherrie Blackburn began her career with the Joliet Police Department in 2000, previously serving in Patrol, the Neighborhood Oriented Policing Team (NOPT) Unit, and the Narcotics Unit. She earned a master’s degree in Public Safety Administration from Lewis University in 2020, and a bachelor’s degree in Recreation Management and Business from Missouri Valley College in 1992. She is a graduate of the Northwestern Institute of Police Staff and Command. DC Blackburn also serves on the department's Crisis Negotiation Team, Peer Assistance Team, the department’s LGBTQ Liaison program, and is a coordinator for the field training program.
Carlos Matlock, Deputy Chief of Police - Investigations
Deputy Chief Carlos Matlock has been with the Joliet Police Department since 1994, previously serving in Patrol and Investigations. He earned a bachelor’s degree in Criminal Justice Administration in 2008 from the University of Phoenix. DC Matlock is also a member of the Joliet Police Department Honor Guard, Black Police Officer Association, Will-Grundy Major Crimes Task Force, Terrorists Officers Liaison Committee, and the department’s Crisis Negotiation Team.
Christopher Botzum, Deputy Chief of Police - Technical Services
Deputy Chief Christopher Botzum started his career with the Joliet Police Department in 2003, previously serving in Patrol, Investigations, Public Affairs, and Internal Affairs.
