City of Joliet to Host Public Hearing & Requests Public Comment

The City of Joliet will conduct a public hearing for the purpose of receiving public comment on the Illinois Environmental Protection Agency’s (IEPA) Preliminary Environmental Impacts Determination (PEID) and the City’s Project Plan for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 1. The purpose of these projects is to provide the necessary water storage, additional pumping capacity and needed water mains to facilitate the transition from groundwater to Lake Michigan water supply in 2030.  The projects are proposed to be funded with loans from the IEPA Public Water Supply Loan Program (PWSLP). The Public Hearing will be held on Thursday, March 14, 2024 at 3:30 p.m. at the City of Joliet East Side Wastewater Treatment Plant administration building, 815 W. Adler Street, Joliet, IL 60436.

 The Project Summary and Preliminary Environmental Impacts Determination (PEID) provided by the IEPA for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 1 Project Plan is available for public inspection at any time during regular business hours at Joliet City Hall, 150 W. Jefferson, Joliet, IL 60432.

Any person wishing to comment on the PEID for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 1 is welcome to attend the Public Hearing. Written comments may also be provided to the City of Joliet or directly to the IEPA by March 24, 2024 to either of the following: Allison Swisher, Director of Public Utilities, City of Joliet, 150 W. City of Joliet Receives Funding from the Illinois EPA for Lead Water Service Line Replacement Phase 4

The City of Joliet has been approved to receive approximately $5.5 million in low interest loans from the Illinois Environmental Protection Agency which will fund the fourth phase of the City’s Lead Water Service Line Replacement Program which will include full service line replacement at approximately 475 homes. The project is being financed by the Public Water Supply State Revolving Funds (SRF) with 100% principal forgiveness for $4 million of the loan.

 City of Joliet Receives Funding from the Illinois EPA for 2023 Water Main Replacement Program

The City of Joliet has been approved to receive approximately $49.4 million in low interest loans from the Illinois Environmental Protection Agency to fund the 2023 water main replacement program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs. Approximately 20 miles of distribution main will be replaced. The project is being financed by the Public Water Supply State Revolving Fund (SRF).

The City of Joliet has been approved to receive approximately $3.9 million in low interest loans from the Illinois Environmental Protection Agency which will fund the third phase of the City’s Lead Water Service Line Replacement Program which will include full service line replacement at approximately 525 homes. The project is being financed by the Public Water Supply State Revolving Funds (SRF) with 100% principal forgiveness.

The City of Joliet will conduct a public hearing for the purpose of receiving public comment on the Illinois Environmental Protection Agency’s (IEPA) Preliminary Environmental Impacts Determination (PEID) and the City’s Project Plan for the Eight Year Water Distribution Rehabilitation and Six Year Lead Water Service Line Replacement Program.  The purpose of this project is to rehabilitate 3.2% of the water distribution system annually between 2023 and 2030 and remove lead water service lines throughout the City. The project is proposed to be funded with a loan from the IEPA Public Water Supply Loan Program.  The Public Hearing will be held on Tuesday, February 15, 2022 at 4:30 p.m. at Joliet City Hall Council Chambers, 150 W. Jefferson Street, Joliet, IL 60432. The City of Joliet will make the arrangements reasonably necessary for persons who have special needs who plan to attend this meeting.        

The Project Plan and Preliminary Environmental Impacts Determination (PEID) provided by the IEPA for the Eight Year Water Distribution Rehabilitation and Six Year Lead Water Service Line Replacement Program are available for public inspection at any time during regular business hours at Joliet City Hall, 150 W. Jefferson, Joliet, IL 60432. 

Public comment is also requested for the City’s Project Plans for the Westside Wastewater Treatment Plant Expansion and the Long Term Control Plan Phase IV.  These projects are proposed to be funded with loans from the IEPA Water Pollution Control Loan Program.

City of Joliet Receives Additional Funding from the Illinois EPA for 2021 Water and Sewer Rehabilitation Programs

The City of Joliet has been approved to receive approximately $15.1 million in low interest loans from the Illinois Environmental Protection Agency for critical water and sewer improvements throughout the City. The following projects are being financed by the Clean Water and Public Water Supply State Revolving Funds (SRF).

$8.1 million to fund the fifth year of a five-year water distribution system rehabilitation program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs. 

$7.0 million to fund the fifth year of a five-year citywide rehabilitation of sanitary sewer mainlines and manholes.  Rehabilitation will restore the structural integrity of the sewer system which will lead to a reduction in sewer system overflows and basement back-ups.

$937,773.52 to fund the first phase of the City’s Lead Water Service Line Replacement Program which will include full service line replacement at approximately 150 homes.

$3,974,237.30 to fund the second phase of the City’s Lead Water Service Line Replacement Program which will include full service line replacement at approximately 650 homes.

The City of Joliet will conduct a public hearing for the purpose of receiving public comment on the Illinois Environmental Protection Agency’s (IEPA) Preliminary Environmental Impacts Determination (PEID) and the City’s Project Plan for the Five Year Lead Drinking Water Service Line Replacement Project (the “Project”). The purpose of this project is to remove lead water service lines throughout the City. The Project is proposed to be funded with a loan from the IEPA Public Water Supply Loan Program (PWSLP). The Public Hearing will be held on Tuesday, February 11, 2020 at 7:00 p.m. at Joliet City Hall Council Chambers, 150 W. Jefferson Street, Joliet, IL 60432. The City of Joliet will make the arrangements reasonably necessary for persons who have special needs who plan to attend this meeting.

 City of Joliet Receives Additional Funding from the Illinois EPA for Sewer Cleaning

The City of Joliet has been approved to receive approximately $2.4 million in low interest loans from the Illinois Environmental Protection Agency to fund the cleaning and televising of the large diameter sanitary sewer located in the river wall on the west side of the DesPlaines River.  Completion of this work is a critical component of the City’s Long Term Control Plan to reduce combined sewer overflows to the DesPlaines River.  Cleaning the sewer will restore capacity to the system.

City of Joliet Receives Additional Funding from the Illinois EPA for 2019 Water and Sewer Rehabilitation Programs & Phosphorus Removal at the Eastside WWTP

The City of Joliet has been approved to receive approximately $41 million in low interest loans from the Illinois Environmental Protection Agency for critical water and sewer improvements throughout the City. The following projects are being financed by the Clean Water and Drinking Water State Revolving Funds (SRF).

$7.7 million to fund the third year of a five-year water distribution system rehabilitation program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs.

$11.8 million to fund the third year of a five-year citywide rehabilitation of sanitary sewer mainlines and manholes. Rehabilitation will restore the structural integrity of the sewer system which will lead to a reduction in sewer system overflows and basement back-ups. Funding also includes separation of combined sewers in Downtown Joliet to decrease the occurrence of Combined Sewer Overflows to the Des Plaines River.

$21.5 million to fund improvements at the City of Joliet Eastside Wastewater Treatment Plant that will improve effluent (discharge) quality by reducing phosphorus levels.

The City of Joliet has been approved to receive approximately $20.4 million in low interest loans from the Illinois Environmental Protection Agency for critical water and sewer improvements throughout the City. The following projects are being financed by the Clean Water and Drinking Water State Revolving Funds (SRF).

$5.8 million to fund the second year of a five-year water distribution system rehabilitation program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs. 

  • $14.6 million to fund the second year of a five-year citywide rehabilitation of sanitary sewer mainlines and manholes.  Rehabilitation will restore the structural integrity of the sewer system which will lead to a reduction in sewer system overflows and basement back-ups.  Funding also includes separation of combined sewers in Downtown Joliet to decrease the occurrence of Combined Sewer Overflows to the Des Plaines River.

City of Joliet Receives Approximately $72 Million in Low Interest Loans from the Illinois EPA for Water & Sewer Improvements

The City of Joliet has been approved to receive approximately $72 million in low interest loans from the Illinois Environmental Protection Agency for critical water and sewer improvements throughout the City.  The following projects are being financed by the Clean Water and Drinking Water State Revolving Funds (SRF).

  • $38.3 million to fund the construction of a Wet Weather pumping station and treatment facility to reduce the occurrence of combined sewer overflows (CSOs) to the Des Plaines River. This project is the third phase of the City’s Long Term Control Plan.
  • $19.3 million to fund improvements at both the City of Joliet Aux Sable Creek Basin and Westside Wastewater Treatment Plants that will improve effluent (discharge) quality including the reduction of phosphorus levels.  In addition, the treatment capacity of the Aux Sable Creek Basin WWTP will be expanded to address future growth in the far western portion of the City
  • $7.4 million to fund the first year of a five-year water distribution system rehabilitation program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs. 
  • $6.8 million to fund the first year of a five-year citywide rehabilitation of sanitary sewer mainlines and manholes.  Rehabilitation will restore the structural integrity of the sewer system which will lead to a reduction in sewer system overflows and basement back-ups.
